 "Green Public Procurement provides the public sector in Europe with a real opportunity to improve its own sustainability performance. This study will illustrate the level of performance by best practice countries, and aims to provide us with a methodology for monitoring GPP. For the correct data and right methodology, your contribution to this study is highly valuable." 

 

Having successfully bid for a European Commission call for tender, a consortium of three companies (PricewaterhouseCoopers, Significant and Ecofys) is developing methodologies for calculating quantitative indicators on Green Public Procurement (GPP). These methodologies are implemented in the current 7 best performing Member States: United Kingdom, Finland, Denmark, Germany, Austria, Sweden and the Netherlands.

The study is intended to:

  1. monitor the level of GPP in tendering procedures, both in terms of volume and in terms of monetary value;
  2. measure the financial and environmental costs/benefits of GPP.

The two final reports of this study have been published by the European Commission.

  1. Report I => this report describes the methodology that can be used to measure the levels and impact of GPP in a country. CO2 impact and financial impact is calculatied for two product groups 
  2. Report II => this report describes the results of the implemented methodology in seven Member States

Questionnaire

From June 4th, purchasers of public entities will be invited to fill out an online questionnaire, which is an essential part of the project.
Questions will be asked to determine the extent at which procurers include green criteria in tendering procedures. If you are a procurer in a public organisation of one of aforementioned member states, and would like to participate in this questionnaire, please click here to send you contact details to us.
