The general aim of this project is to:

  1. monitor the level of GPP in tendering procedures, both in terms of volume and in terms of monetary value;
  2. measure the financial and environmental costs/benefits of GPP

The outcome of the first indicator (the level of GPP) may be used as a target level for other EU member states.

The second indicator can mainly be used for communicational purposes.

 


 

Scoping

 

Focus on Green-7

The methodology that is being developed, is designed to be as general as possible, so that it can be implemented easily is all EU member states. In study, the methodology is implemented in the seven best-performing member states (Green-7). These are:

  • Austria
  • Denmark
  • Finland
  • Germany
  • Netherlands
  • Sweden
  • United Kingdom

Focus on 10 priority product groups

The ten priority product groups that the study focuses on, was based on the procurement value, the availability on green criteria, EC priority, the relevance for public institutions and the environmental impact. With these criteria in mind, the following products/product groups were chosen to be used in the online questionnaire:

  1. Cleaning services
  2. New building & Offices
  3. Electricity
  4. Catering Services
  5. Gardening
  6. Computers & Monitors
  7. Paper
  8. Clothing
  9. Passenger cars and light duty vehicles
  10. Office furniture
